On July 13, at the HSE work meeting of the first half of 2020, Sinochem Petrochemical Distribution summarized the results obtained in epidemic prevention and control, continuous optimization of system construction, progress in all safety work for the first half the year, and proposed suggestion in solving problems and shortages in work. Meanwhile, it arranged and deployed its next priorities. The meeting was attended by Li Bo, general manager of the Company, and other prominent Company leaders. It was presided over by the deputy general manager, Wang Guolun.
Taking concrete steps forward under the guidance of theory
At the meeting, Shen Fei, secretary of the Committee for Discipline Inspection of the Company, analyzed the essential statements of General Secretary Xi Jinping on work safety from eight aspects of red line awareness, safety philosophy, bottom-line thinking, enterprise entity responsibilities, work safety governance, emergency rescue, responsibilities pursuit, and a long-term mechanism for work safety. He called on people to implement the central instructions, put people first, work hard, and down-to-earth in a practical, daring, innovative, and uncompromising way to eliminate accident hazards and guarantee safety.
Stable and controllable safety work
In the first half of the year, under the strong leadership of the general Party branch and concerted efforts of all employees, the Company overcame the difficulties brought by COVID-19, steadily promoted the HSE priority work with all HSE key indicators reaching standard so that the safety situation was overall stable and controllable.
Epidemic Prevention and Control - The Company timely conveyed the central government's requirements to the Sinochem Party group and Party committee of Sinochem Energy on epidemic prevention and control work deployment. It ensured sufficient emergency prevention supplies, orderly and stable logistics, orderly progress of businesses. The epidemic prevention and control of the Company has turned from emergency prevention and control in the early stage to normalized prevention and control stage.
System Building - With priority given to system building, the Company strove to issue “accurate, practical and strict” documents, deepened HSE responsibility system, promoted HSE system, and enhanced HSE audit efficiency. In the first half of the year, it updated, released, and publicized 25 systems, abolished 12 systems, and continued expanding the internal audit team(consisting of 26 people in total) to guarantee follow-up supervision and audit.
Safety Work - The Company highlighted compliance management and provided a safety guarantee for regular business. It strictly implemented the HSE post responsibility system, strengthened safety supervision over direct operation link, timely troubleshot accident hazards. Meanwhile, it combined daily inspection and special inspection and urged implementation. In the first half of the year, a total of 27 sessions of safety inspections, such as leader-led inspections and special inspections, were carried out.
Emergency Management - Targeting major risks, the Company conducted HSE accident scenario construction, prepared a targeted emergency plan. Targeting accident types and features, it studied emergency treatment procedures and methods at the initial stage of accidents and strengthened emergency preparation. Also, the Company prepared a special emergency plan for ethylene transportation and invited an expert team to demonstrate.
Promotion of the Three-Year Action Plan - In light of its reality, the Company released the Three-Year Action Plan for Special Programs to Address Safety Problems of Sinochem Petrochemical Distribution (Sinochem QHSE(2020)No. 11), formulated a detailed implementation plan. Meanwhile, it clarified specific objectives, schedule, and responsibility measures of two themes, four special tasks, and ensured orderly progress of programs to address safety problems.
Carrying forward safety culture
In the first half of the year, the spread of COVID-19 across the world brought new challenges to regular operation and HSE management of the Company. Per the overall deployment of the Group and Sinochem Energy, the Company focused on both epidemic control and operation, fully promoted online sales of products, and achieved satisfactory results.
Li Bo indicated that the Company needed to improve its political stance further, implement the essential statements of General Secretary Xi Jinping on work safety to every link of production and operation to develop a safety culture from “I was asked to stay safe and acquire safety knowledge” to “I want to be safe and grasp safety knowledge” to “I will be safe and the safety knowledge is widely known.”
Deploying work cautiously from beginning to end
1. Grasp and keep a close eye on epidemic prevention and control, continuously “prevent input from outside and rebound from inside”. Timely adjust epidemic prevention and control work strategy and focus on epidemic prevention and control of employees, family members, and contractors.
2. Strengthen system building. Carry out an internal review, an external review, and a management review in the second half of the year. Ensure the management system's effective operation, further strengthening system integration, and effectively promoting the management system and transfer for system conformity to effectiveness.
3. Manage the following safety and environmental protection works:
Strengthen risk prevention and control and establish and improve the whole-process control mechanism of business sections
Strengthen emergency management and enhance emergency rescue ability and treatment level
Promote the three-year action plan and deepen all programs to address safety problems
Learn from model enterprises and improve safety risk prevention and control level of logistic links
Strengthen environmental protection and continue to promote green development of ecological environment protection.
Li Bo stressed that the challenges and tests would be on the rise in the second half of the year and the negative influence of the epidemic still lives with us. Faced with “major test” brought by the upcoming commencement of the ethylene project, everyone needs to work together, take concrete steps in each HSE task, achieve the “five zero” HSE management objectives to provide a reliable guarantee for corporate operation.
